Comment #24 fixed my problem too! After I tried regulatory domain setting, disabling 802.11n and disabling power saving mode.
This is certainly not happening on other platforms. What can be done to get this fixed? First I guess we need to file it to the proper place. Is it a NetworkManager issue (it should not trigger the scan for other BSSID) or a wpa_supplicant issue (scanning for BSSID shouldn't disconnect ongoing sessions)? But it's spamming the syslog, making it very difficult to find any other thing there, and it's generating constant writes to disk, and an unnecessarily large syslog file.
