I am marking this as a dupe because the root cause of the 100% CPU after
wizard finishes is because maliit-server is not getting restarted as it
should

Bug description:
Image#213 on N4
fresh flash, haven't run anything, just after welcome wizard
completed....phone got hot & dash was black/missing.
no crash files. Ran top and see mallit pegging 100%
camako also seeing uper hot phone when he was testing a mir silo (which is
why we tested virgin image), he also saw 100% cpu by mallit-server
