If “Location detection” is off, of course apps shouldn’t get positions.
That’s precisely what the switch is for.

The problem is that if you don’t know+remember about the existence and
state “Location detection” switch, the “GPS” switch is misleading.
That’s bug 1520580.

Bug description:
  Hi!
  I was driving 33km with GPS = ON & "Location detection" = OFF.
  I didn't get positions in Sensor Status app in those 40'.
