This is working per design. It functions in the following way:

1. enter number in dialer
2. press add contact icon
3. Press either
 a. Create New: this will make a new contact entry with the number entered in 1
 b. Select existing contact: this will add the number entered in 1 to the 
existing contact

  version device: 20160108-efc96d8
  version custom: 20160111-926-36--vivid

  Steps:
  1.Load dialer app 
  2.Enter in a new contact's phone number 
  3.Press add contact icon 
  4.Observe the result

  Actual result:
  Only contacts-app opens

  Expected result:
  Contacts-app loads with new phone number inserted
