I could tell you that this is happening in every device and image and from ever. I found this bug 8 months ago and it persists.
It is happening in my: - bq in stable and rc-proposed. - mx4 in stable. - nexus 4 in rc-proposed. It is so random behavior, the app will not get ever a pos. Probably a GPS app like HERE or uNav will show the issue more easy, because it will never get a first position. It is like the GPS was locked. I never used that tool. I hope someone could report a dump of this.
