just to justify the previous comment a bit more, I've seen that issue on
older images, the dbus call was done by setting the helper on the
systemd side was getting it and reading the new tz file on disk but
failing to apply the change for some reason, the ctl command worked
meanwhile ...

  cannot change time zone

Status in “systemd” package in Ubuntu:
  Confirmed

Bug description:
  Changing time zone seems broken.

  What you expected to happen
  Searching for 'Bergen' and selecting 'Bergen, Hordaland, Norway', should give 
me feedback that something had happened, and the time zone should change.

  What happened instead
  Selecting 'Bergen, Hordaland, Norway' only made the item grey, but nothing 
else happened. And the time zone remained unchanged if I navigated back.
