I think it is mix of my misstake and missing documentation.

"--yes"works but is not documented in the manpage of "apt".

For the user it doesn't matter if apt use "--yes" itself or just give it to the 
underlying apt-get or anything else.
The user use "apt" to don't even think about anymore about apt-get. So the user 
won't read manpages of underlying applications.

  Please implement the option '--yes' (known from apt-get) in apt
  itself.

  It is not available in Ubuntu 16.04 Beta.
