So we fixed the fact that pam wasn't installed, but it seems for some systems cgmanager is still not running by default. For my machine it seems that, somehow, cgmanager got disabled. I was able to renable it using:
$ sudo systemctl enable cgmanager Then upon rebooting it starts and everything is fine. I'm not sure how when it is installed it is determined whether or not cgmanager is enabled or disabled. Since my machines started it's life as a 12.04 box, I'm curious if in my case it is an upgrade error.
