  Initial Wi-Fi connection (from wizard) not reflected in indicator

Bug description:
  Able to connect to Wi-Fi during initial wizard, but indicator never
  reflects connected state.  Reboot remedies.

  TEST CASE
  Fresh flash, navigate through wizard to network setup
  1. Connect to access point, input password, tap 'ok'
  2. "Connected" appears below selected access point
  EXPECTED
  Network indicator reflects Wi-Fi connected
  ACTUAL
  Network indicator dark

  Data evidently connected (although possibly via edge).  Note that
  navigating to settings and disabling cellular data "kicks" network
  indicator, indicator reflects Wi-Fi connected state.  Some signal not
  being received by or expressed to i-n?

  awe instructed in adding some debugging infos to n-m but I see no
  syslog.
