Title:
Bluetooth appears enabled in the panel when hardware is disabled

Status in bluez package in Ubuntu:
  Invalid
Status in Fedora:
  Unknown

Bug description:
My Acer Aspire 1810TZ has a hardware switch to disable bluetooth. When
I boot with Bluetooth turned off it appears as if it is on in the
panel and I have the option to disable. When I open bluetooth
preferences it correctly tells me bluetooth is off. It should appear
  disabled when I boot.
