Title:
  [windowed mode] Dash doesn't receive mouse events when mouse is pushed
  against right edge of the screen

Bug description:
  krillin, rc-proposed, r199

  How to reproduce: 
  1) connect a bluetooth mouse 
  2) wait for the device to switch to windowed mode
  3) go to the dash
  4) push the mouse against the right edge of the screen
  5) try dragging the view to scroll, or try using the mousewheel to scroll the 
view

  Expected outcome: 
  the view scrolls

  Actual outcome: 
  the view doesn't seem to get mouse events

  Reproducibilty:
  50%
