The best way to indicate to the user that the SIM card(s) are locked is to bring up the unlock screen again once the dialer, messaging or any other apps requiring a SIM are launched. The lock screen visual can be contextual for every app and user will be able to unlock the SIM(s) directly, without navigating somewhere else. E.g. dialer: "You have to unlock your SIM(s), before you can make a phone call".
