Public bug reported:

If data is disabled at one moment and receiving a MMS notification, the
message is lost forever and no notification is displayed to user.

Actually, when phone receives the MMS notification, it should be
notified in the inbox (for instance: pending MMS available) so that user
can choose either to enabled data in order to download the MMS or to
delete the notification so that the MMS is rejected.

So far, user never knows that someone tried to send him a MMS.
