I believe this is a feature, there's a checkbox "Ignore touchpad when a
USB mouse is connected" in System Settings

Bug description:
  I inserted an USB mouse in my laptop. Now the touchpad does not work.
  Removing the mouse enables the touchpad again.

  I'm not sure if that's intended or if it's a bug.
