Not angry, but it sounds like this just needs to be marked as a dup of the "indicator-network not running under unity8-desktop-session-mir" bug #1603453.
The only thing we could do in the click scope related to this, would be to follow the online hint from scopes-shell that we get, and currently ignore, which would mean there would just be no results (a blank scope) when this situation occurs.
