In build 401 the startup time of the dialler app degraded significantly.
This is visible on the graph attached for both cold and hot start.

cold start:
400: 2.92s
401: 3.63s

hot start:
400: 1.82s
401: 2.14s

It's a regression of +19.55% for cold start and 17.58% for hot start.

Other apps don't show this regression and there is this specific change in the 
dialler app in build 401:
