Reading the associated Debian bug (http://bugs.debian.org/cgi- bin/bugreport.cgi?bug=834367), it's a different one from this bug. That bugs refers to issues after running systemctl daemon-reexec (which happens when systemd is upgraded) caused by keypresses being sent to a tty console as well as to the X session, and the workaround is to reboot. This bug occurs with the latest systemd installed even after a reboot, and is not related to the systemd upgrade process.
I have certainly seen all those issues when systemd is upgraded (usually one of my monitors turns off, even though it is set to be on; I have seen the keypresses echoed to a tty console; I have had the system reboot on CTRL-ALT-DEL even though I was in an X-session; and I have seen it switch to tty consoles unexpectedly from an X-session). So just to be clear: _this_ bug occurs after any number of reboots with systemd 231-4 installed. It does not occur with systemd 231-1 installed.
