this bug is marked as fixed, but ntp_4.2.8p7 (or later) has not been
released on Xenial. So, it's not fixed at all.

Bug description:
  in 16.04 I get this
  # ntpdate-debian
  28 Apr 09:54:14 ntpdate[30747]: no servers can be used, exiting

  The problem is that ntpdate-debian parse  /etc/ntp.conf, searchin for the 
word "server",
  but the format of the file as changed a bit

  < server 0.ubuntu.pool.ntp.org
  < server 1.ubuntu.pool.ntp.org
  < server 2.ubuntu.pool.ntp.org
  < server 3.ubuntu.pool.ntp.org
  ---
  > pool 0.ubuntu.pool.ntp.org iburst
  > pool 1.ubuntu.pool.ntp.org iburst
  > pool 2.ubuntu.pool.ntp.org iburst

  the word server as been replaced by "pool"
