Thank you for your report. The "-p" is defined to replicate permission bits, not user or group ownership. You want "-pog" for permissions and user and group ownership.
Since rsync is working as defined here, I don't think this is a bug. Today (Ubuntu 14.04.1 64 bits, rsync 3.1.0) I descovered the '-p' parameter is not working. As root I'm copying the contents of the home directory to a new location, but the owner/group is set as root.root, not the intended user. This is incorrect operation, and can be problematic for people who automatically schedule rsync operations. I can work around this (using tar and untar), but that is not as cool/simple/efficient as using rsync.
