Avahi starts fine in a 16.04 container for me. Can you share what errors you are actually seeing Dustin?
lxc launch ubuntu:16.04 xenial ssh ubuntu@<ip> sudo apt install avahi-daemon sudo systemctl status avahi-daemon The post you linked is from January 2016 and on 15.10 (wily).. it does in fact not launch correctly on wily but it does fine on xenial.
