This is still an issue in Ubuntu 16.10/2.20.3-0ubuntu8 and has been in all Ubuntu versions in between.
It is hard to tell what is supposed to happen because apport doesn't give any feedback. I guess, a browser is supposed to open where the report can be completed _or_ the report is uploaded automatically in which case I didn't managed to find it in the last cases where I tried to search it with the title displayed in the `apport` dialog or the list of recent bugs of the affected application on launchpad.net.
