It does seem to be a gtk bug. A workaround is here:

Bug description:
  Ubuntu 17.04 Unity8
  launch some randome gtk3 apps (solitaire or terminix), hover some icons with 
the mouse. the tootip text possition is wrong. see attached screenshots
