  Please sync libxml2 version 2.9.4 into Ubuntu 16.04.3

Status in libxml2 package in Ubuntu:

Bug description:
  Ubuntu 16.04.2 ships with libxml2 version 2.9.3, which introduced a
  regression causing valid XML to fail parsing when CDATA sections are
  split across buffers, as documented here:

  This bug was fixed in libxml2 version 2.9.4, released 2016-05-23:

  http://xmlsoft.org/news.html

  This particular bug makes large XML file parsing virtually impossible
  using the package-standard version of libxml2 in 16.04.2. Therefore, I
  strongly urge that libxml2 be upgraded to version 2.9.4 for
  distribution with Ubuntu 16.04.3.
