I think this may be a regression. I installed 16.04.1 a few weeks ago and it was working fine (dnsmasq worked after resume). I now have a 100% repro of the bug.
Workaround: sudo pkill dnsmasq I'm now running 16.04.2 (64-bit). I'm using a Dell XPS laptop. CPU is an Intel Core i7-6560U.
