I do not see this problem in current zesty.  You have to hint the
installation with 'apt install ubuntu-touch webbrowser-app qml-module-
ubuntu-components-gles', but there is a consistent solution for
installability, and proposed-migration sees it without problem now.

  ubuntu-touch -> depends qml-module-ubuntu-components-gles on amd64

  ubuntu-touch -> depends ubuntu-sdk-libs -> depends qml-module-ubuntu-
  components on amd64

  the -gles and non-gles conflict resulting in ubuntu-meta uninstallable

  This is critical and prevents migration of many packages.
