Usually hooks are called to let everybody suspend, maybe in the Mate environment there are others active that slow things down?
Maybe debugging along [1] can help to spot the issue in more detail. In general you'd want to try to track down what activity is running while this unexpected delay is going on. Since everything is freezing at that point you will have to setup logs to go to file and pick them up after resume.
