Usually hooks are called to let everybody suspend, maybe in the Mate
environment there are others active that slow things down?

Maybe debugging along [1] can help to spot the issue in more detail.

In general you'd want to try to track down what activity is running
while this unexpected delay is going on. Since everything is freezing at
that point you will have to setup logs to go to file and pick them up
after resume.

Title:
  Suspending machine takes too long

Status in pm-utils package in Ubuntu:
  Incomplete

Bug description:
  1) Ubuntu 16.04 and Ubuntu 16.10

  2) pm-utils 1.4.1-16

  3) I expect the machine to suspend without delay. On Ubuntu 15.10 the
  my machine used to suspend in 1-2 seconds.

  4) It takes over 10 seconds before the machine is suspended.
