  Any sound activity unmutes system volume

Status in pulseaudio package in Ubuntu:
  Incomplete

Bug description:
  Chrome with html5 video, Firefox with Flash, Totem with mp3 —
  everything unmutes the system sound if it was muted before.

  Imagine how annoying it is whenever I want to keep silence and
  something starts playing aloud.
