Thank you for taking the time to report this bug. I have tried to recreate this on the latest release of Ubuntu and cannot reproduce it. This bug is being marked as Invalid. If you believe the problem to still exist in the latest version of Ubuntu please comment on why that is the case and change the bug status to NEW.

Switch to the Ambiance theme, if you aren't currently using it. 2. Turn off Bluetooth, if it is currently on. 3. Mute the volume, e.g. by pressing the mute key on the keyboard. 4. Look at the menu bar. What you see: * The sound menu looks insensitive, when it is not. * The Bluetooth menu looks insensitive, when it is not. What you should see: Both menus look clickable. It is inconsistent for the icon theme to use grey/transparency to try indicating off state, while text-only menus (and other controls elsewhere) are using grey/transparency to indicate that they are not clickable. The volume icon already shows that volume is muted a better way, by a cross next to the speaker. The Bluetooth menu could use the ᛒ icon without the oval around it when Bluetooth is off , and add the oval around it when Bluetooth is on.
