Unreliable response of pulse audio in skype

Bug description:
I bought a Logitech c310 webcam with a built in microphone which uses
pulse audio. I wanted to use it for skype calls. The camera is fine
but the pulse audio is completely unreliable. If I call the echo
service, it may or may not replay my voice with no reliable way to
predict the outcome.
First I found a problem with the sampling rate. My voice would sound
like Mickey Mouse. There is a solution to this problem:
sudo gedit /etc/pulse/daemon.conf
where I set a line in the file to
default-sample-rate = 16000
That solves the Mickey Mouse but something else is making it so
unreliable as to be useless. I noticed that when it fails the
recording level control fails to respond. I've included a screen shot
where the level control is working, but it can just as well fail to
work. The problem is not connected to skype because I can get the same
reaction from the sound recorder. If I ask the sound recorder to
record my voice, sometimes it will work and sometimes not. Again there
seems to be the same problem with the input level control - it will
fail to respond.
The webcam is the only pulseaudio input device I have which I can
test, but I doubt it is really connected to the webcam. If there is
anything I can test from here, I would be happy to do so.
