Why is this bug marked block-proposed? Please do not use this tag
except to describe bugs present in a -proposed version of a package that
should prevent it from migrating and breaking the release ("remaining
init.d and upstart files" are not that).
apparmor is entangled with the perl transition, so this needs to be
resolved ASAP.
