logrotate 3.11.0-0.1ubuntu1 is available in Ubuntu 17.10 and later, so I believe this can be marked as fix released.
If there are specific bugs (like the ones mentioned in the description) which should be fixed in older Ubuntu releases, they may qualify for Stable Release Updates.
