Please can you update the protobuf-compiler package to something
fairly recent in the 3.x.x series.
(a) backport >=3.5.x to Xenial for LTS, (currently 2.6.0)
(b) update Atomic/Bionic (currently 3.0.0, which is vintage 2016)
