If you strace those commands, you'll see apt trying to search for an en_US or en catalog, finding none, and falling down to the 2nd language in the list: "de" or German. If you run: $ LANGUAGE="" apt-get update Then the messages come back in English, because the system's fallen back to the "C" locale. apt should also properly ship an en_US language catalog.
