After examining the arrived problem I found that the backport updates knob was activated. I found this strange because I came from making a fresh install of ubuntu bionic beaver and it was not me who activated this knob. [Before this install the ubuntu lts 16.04 was on this PC. In the install options of 18.04 I had choosen to use the entire harddisk and to make a fresh install.] So, after deactivating this backport updates knob, I used the CLI to remove '/usr/share/doc/libperl5.26/changelog.Debian.gz'.
