Bill's desired resolution is correct, the active call panel over
indicators should appear. Tapping on it should redirect user to the
active call. The "Return to call" label on the greeter itself, is a good
addition.

Bug description:
  rtm build 88 on krillin

  Steps to reproduce:
  1) lock phone (with passcode enabled)
  2) call phone
  3) answer call
  4) dialer is displayed (in limited mode as phone is locked)
  5) press back button in dialer header so that phone can be unlocked while on 
the call
  6) greeter is displayed
  7) now try to get back to active call

  Expected results:
  - the active call panel should be displayed on the greeter screen to allow 
user to go directly back to the call without having to unlock the phone

  Actual results:
  - the active call panel is not displayed. The only way to get back to the 
active call is to unlock the phone (or press the emergency call button), 
neither which is obvious
