your options are 1) downgrade packages to =237-3ubuntu10, eg. apt install libsystemd0=237-3ubuntu10 2) enable bionic-updates (!) and then everything should be available 3) enable cosmic-proposed (!!!) and upgrade systemd only to v239 & disable cosmic-proposed
Basically, v239 is not ready yet, and stuck in cosmic-proposed that is not to be used by humans, cause it has known critical integration issues.
