Could you confirm that this is no longer a problem and that we can close the
ticket?
If it is still a problem, are you still interested in finding a solution to
this bug?
If you are, could you let us know, and in the current version, run the
following (only once):
apport-collect BUGNUMBER
and upload the updated logs and and any other logs that are relevant for this
particular issue.

Title:
cups-client does not create /etc/cups directory, let alone client.conf

Status in cups package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: cups-client

  This concerns cups-client 1.4.2-10 in Lucid beta1.

When you install the cups-client package, there is no sign whatsoever
of the all-important /etc/cups/client.conf file; even the /etc/cups
  directory is not present.

The package should install a client.conf file, with helpful comments
therein, as is customary for other client-type programs (e.g. dumb
MTAs). This is particularly relevant for sites that use a central CUPS
server (i.e. the "cups" package is not locally installed).
