For quite some time there was not a python3-launchpadlib and we didn't
want to keep holding python2 in the archive because of apport. However,
once python3-launchpadlib became available it was never moved back to a
Depend.

  python3-launchpadlib needs promotion from suggests

Bug description:
  If one wants to apport-collect, one gets an error about
  python3-launchpadlib needing to be installed. One can easily install
  it, but it really should be a Recommend, if not a Depend so one
  doesn't have to go through this trouble. Right now, it's a Suggest. It
  seems that during the whole Python2/3 transition some things got
  switched around, but it had been a Depend for a long time before that.
