This has been fixed upstream and is part of the 1.32 version of tar, which is not yet in Ubuntu or Debian.

In the man page for tar_1.29b-2_amd64 and also tar_1.30+dfsg-2_amd64, the first command demonstrating the option styles is tar cfv a.tar /etc which creates the archive a.tar. In the text, however, it is said to create the file etc.tar.
