Public bug reported: I downloaded the python 3.7 source code and compiled & installed it. I did this with several libraries which belong to ffmpeg & gstreamer. My system crashed for two totally. I am not sure about the first one reason but for second time, I was going to uninstall python 3.5 (system default python3) because I had already compiled and installed python 3.7. The Ubuntu package manager uninstalled a huge chunk of other packages like Qt5 package & etc. After uninstalling packages my system went to unstable graphical situation. I think something went wrong with the main graphical libraries and maybe graphical drivers. After a system restart I had system boot problem and only I could access command line. My network-manager service also stopped and I couldn't access internet so reinstall or fixing packages were not possible for me. I had to reinstall whole the system.
