Title:
  Microphone audio pitch changes sometimes

Status in pulseaudio package in Ubuntu:
  Expired

Bug description:
For a little while now on my KDE Neon (based on Ubuntu 18.04) system,
while I'm talking to someone my voice will suddenly drop in pitch.
People have likened it to "Barry White" mode because my voice sounds
  like his.

This can happen in Mumble, on a hangout, using riot or pretty much any
  audio recording app.

Killing pulseaudio to restart it, works around the issue. However it
sometimes comes back minutes later. It's quite common having this -
but I use my microphone more than most users as I record podcasts, do
live YouTube videos and have constant audio/video meetings with
  people.

I have only seen this happen on 18.04 based systems, both this KDE
Neon and my main Ubuntu 18.04 rig. Since updating that rig to 19.10
I've not seen the issue. So I suspect it's something strange in
  pulseaudio in 18.04
