People have likened it to "Barry White" mode because my voice sounds like his. This can happen in Mumble, on a hangout, using riot or pretty much any audio recording app. Killing pulseaudio to restart it, works around the issue. However it sometimes comes back minutes later. It's quite common having this - but I use my microphone more than most users as I record podcasts, do live YouTube videos and have constant audio/video meetings with people. I have only seen this happen on 18.04 based systems, both this KDE Neon and my main Ubuntu 18.04 rig. Since updating that rig to 19.10 I've not seen the issue.
