call notification (and other notificaitons) that occur on the lock
screen should be modal.

  rtm build 88 on krillin


  Steps to reproduce:
  - unlock the phone
  - call the phone
  - when the incoming call snap decision is displayed, all access to the edges 
is blocked and the dialog is modal, as it should be
  - now lock the phone
  - call the phone

  Expected results:
  - all access to the edges is blocked and the snap-decision is modal, as is 
the case when the phone is unlocked

  Actual results:
  - the launcher can be swiped and the top panel can be interacted with. the 
edges are not blocked as they should be

  This is related to #1358343 [notifications] [design] too easy to
  answer a call by accident. We need this to be fixed so users don't
  inadavertently interact with the indicators or launcher when the phone
  is there pocket and an incoming call arrives. This fix, coupled with
  the fix to the snap decision to have a swipe to answer would prevent
  most of the problems that can occur.
