currently the telephony-service is responsible for playing the ringtone
and it would need some kind of notification from unity to know when the
power button was pressed. Alternatively, there is discussion of moving
the play back of ringtones to the notification itself, so if this
happens it will need to handle the silencing.

  Expected behavior:
  - when incoming call, if the user presses the power button it should silence 
the ringer, but leave the screen on and the notification visible. This is how 
Android and iPhone work.
