Only can be activated from alsamixer, unmuting the headphones while the headphones are unplugged. Both speakers and headphones muting seems to be controlled in the Headphones area using alsamixer. Same problem in pulseaudio 1:11.1-1ubuntu7.4 on Linux Mint 19.3 Tricia base: Ubuntu 18.04 bionic. I've "solved" it Linux Mint 19.3 Tricia in a not very good way, keeping automute activated in alsamixer, modifiyng /usr/share/pulseaudio/alsa-mixer/paths/analog-output-headphones.conf and executing a bash script at boot (sonido.sh) with the command "amixer set -c 0 Headphone unmute 100%" in order to prevent the speakers being muted.
