I noticed that the issue presents itself only when accessing the Settings tab through the Budgie Welcome app (From the initial frame of the app selecting Getting started->Configuration Tab->Settings->Sound Tab). So it might be indeed Budgie related after all.
Pavucontrol's listings and configurations work without issues.
