When the camera capture is released when the receiving program is quit, the entry is decremented by 2. This also happens when using coriander to capture images. The only way to release the remaining usages was to reboot the system. I would expect the usage counter to be only incremented by 2 when a camera capture is started as I observed in Ubuntu 9.04.
