I added "acpi=force" to my grub boot, no success. I then rolled back my graphics driver from Nvidia prioprietary 440 to Nvidia proprietary 390, and the issue is gone.
I don't really understand how the graphics driver is involved in the shutdown process, and if Nvidia is to blame here.
