  When a file is dragged on the panel, only its associated application can be 
raised and used with while the others are desaturated and useless.
  This is too much restrictive. The desaturated effect is very useful but 
should not prevent applications to be interactive.

  For instance, if I drag a picture on the panel, I can only open it with some 
graphical applications while one would want to insert it in a libreoffice 
document or in a terminal or move it to home folder.
  This is particularly relevant when the desired application is minimized or on 
another desktop.
