Title:
  slovak keyboard does not work in kde

Status in ibus package in Ubuntu:
  Expired

Bug description:
  KDE Plasma 5.9.5. I have the Slovak QWERTY keyboard as the secondary
  one. However when I switch to SK keyboard I am not able to input
  slovak-based keys. It is as if the keyboard was not switched at all
  and the layout stays at US-EN. For example pressing + c should yield č
  but it instead prints +c. Previously this randomly failed in some
  apps, e.g. it worked in Libre Office Writer but did not work in
  Konsole; now it doesn't work at all. Pressing 3 should yield š but
  instead types 3.
