Bug description:
[SRU Justification]
This package is unbuildable due to unsatisfiable build-dependencies, as seen
in a focal test rebuild:

Missing build dependencies: python-sphinx
This makes the package unsupportable in the event a security update
needs to be applied.
[Test case]
1. let the package attempt to build in focal
2. check if it succeeds.
[Regression potential]
Because the missing build-dependency is python-sphinx, which is only used for
building the package documentation, the risk of regression is confined to a
misbuild of the documentation. Regardless, this package will be held in
-proposed because the runtime impact of a FTBFS is non-existent.
